Fair use?

One of our libraries has a question on fair use for scholarly research. A faculty member at a US university and a researcher in Czechoslovakia are working together on a joint research project under a grant. The researcher in Czech. needs to have access to all of the materials that the U.S. researcher is using. The US researcher would like to scan the materials he is using and ftp them to the Czech researcher. Does all of this fall into fair use? Can any of you shed some light on this?
