Depends what you mean by publishing - all web documents are "published". (Most will not use SGML as it is too time costly. Surely it depends on the purpose of the author / publisher? As many web pages change over time a date stamp is required for citation, indicating that electronic publishing is often very different to dead tree publishing - it is a live (unfinished) document. Do we need to archive old information? If so, transfer into another format - download to harddisc etc. are the obvious options.
