Actually, when the Working Group on Copyright from the Department of Commerce suggested an electronic depository for copyrighted digital materials (presumably at the L of C), this was resoundly nixed by the company representatives who testified at the public hearings held in 1995. Their reasoning, as I understood it, was that depositing their electronic works might make them available through the Library. Though mentioned in the Green Paper, no such proposal was included in the White Paper.
