Yes, as I previously cited, the protocol for constructing domain names is insufficient to permit parallel non-competing uses, e.g. united.airlines and united.fruit. As long as it's that way, it won't matter who administers the system, INTERNIC, USPTO, or Greg Aharonian :-) . Someone will be unhappy.
