The article quotes NSI as saying that when their contract with NSF to administer the COM domain expires in 1998, NSI simply plans to continue administering the COM domain. The difference would be that they would answer to no one after that date. Of course, NSF does nothing to control NSI's behavior now (least of all its terrible trademark domain name policy) so who's to say it would really represent a change?
