It's dead as an armadillo in the middle of a highway, and Congress has gone home. What will happen now will be governed by whether the PTO and the EU can sell to the World Intellectual Property Organization, at a diplomatic (treaty) conference this December what they couldn't even get a vote on in the Congress. See recent postings by Seth Greenstein (which should include cites to Web sites of Digital Future Coalition and Home Recording Rights Coalition with further information) for the DFC position on pending WIPO issues and the PTO call for comments by Nov. 22.
