On the CCTV problem in the Tokyo Uni, it seems to me that while the student is veiwing the videos they are in a classroom, albeit a one student classroom. Some lateral thinking like this may go some way towards helping solve the problem.
BTW Oxfors Uni solved their no dog ban for a blind students guide dog by deeming the dog to be a cat.
In the Tokyo case I believe the room actually is a classroom. Try the logic of having one large room with bunks and teaching facilities. At night it is a dorm. After breakfast the bunks are folded into benches for the students and untill 9 pm it is a classroom including personal video screens on the seat (a la new 1st class airline seats) . Does the same function but the addition of walls make all that a difference.
Anyway, just an Idea.
