When I worked for an organization which copied textbooks into braille, we contacted each publisher and asked for written permission to copy the books in braille and to distribute them to the visually-impaired students. This was very easy (as long as we sent self-addressed stamped envelopes!) and worked well. In all the years of asking for permission, only one textbook publisher did not give us unconditional, free permission. That one publisher had conditions which we could not meet, so we did not copy that book in braille.
