Note, however, that this is only the photocopying and ILL guidelines, about two pages of the CONTU Report. The CONTU report itself is about 150 pages long and, to the best of my knowledge, is nowhere on the Internet. If you're interested in, for example, the basis of section 117, you need to find a paper copy.
