Subject: Family and public performance rights

When do public performance rights need to be purchased in order to show "home use only videos" to residents of state institutions (a) for developmentally disabled (b) state mental hospitals (c) state prisons?

I am interested in opinions whether residents who live in state institutions for developmentally disabled/mentally retarded qualify as a family when showing "home use only videos". Many residents live in the same institution all their lives and consider it their home. Does housing style dormitory vs. small group housing on campus make any difference?

How does this same question apply to residents of state mental hospitals and inmates in state prisons?
