How would you register an icon for example of a cat that moves and meows -- an icon on a website?

I think it could be an artistic work as a static image but with movement and sound, does it become an "animated" work or possibly an audio-visual work?

I'd appreciate comments for registration in Canada and the U.S. and from participants in other countries as well.
