I wonder if you're thinking of Sections 50A, B and C of the 1988 Act, inserted by the Copyright (Computer Programs) Regulations 1992 (SI 1992/3233), particularly S50B on decompliation rights?

These amendments were made pursuant to an EC Directive (I forget which one) and the same rights of the user should be reflected thoughout the national laws of EU countries.
