Yes, you may copy pagination and text from the United States Reports.
It is published by the GPO but all the page layout etc. is done by the Reporter of Decisions of the US Supreme Court. As public domain as you want.
Problem is that:
(1) The US Reports lags by 2-3 years making West's Supreme Court Reporter the de fact official reporter.
(2) Although the US Supreme Court disseminates the initial slip opinions in electronic form (and this is what you find on the Internet for post 1991 opinons), the Court refuses (without explanation and for some unstated reason) to disseminate the electronic form of the final US Reports, even though everything is prepared using electronically.
