While I haven't found any web sites that exclusively lend themselves to foreign and domestic database protection law, I recommend you contact the Computer Science and Telecommunications Board of the National Research Council:

If you are interested in hard copy material on this topic, I can refer you to several sources. In particular, CCH, Inc. publishes The Guide to Computer Law. (I am the new Editor of this publication). Newsletter 184 contains an article on the current laws and proposed legislation surrounding database protection. Moreover, we have begun to publish web-site addresses which we find helpful under a subtopic entitled "Recommended Resources." Should I find a website which directly responds to your need, I will be happy to post it in Newsletter 185. Other respected publications to explore include the Computer Law Reporter and the Computer Law Strategist.
