Educational Multimedia "fair use" Question

Section 3.2 of the guidelines for educational multimedia refers to "curriculum-based" instruction, but what about other educational use?

For instance, would it be considered fair use of material if a multimedia project was developed by an administrative department for instruction of students in a non-classroom setting about career planning?
