In the recent thread focusing on coursepacks and permissions, Anne Klinefelter <aklinefe[_at_]law.miami.edu> asks:

Yes- Copyright Clearance Center (CCC) represents all rightsholders (including publishers and authors) who chose to participate in our programs. Although some few domestic publishers prefer to be contacted directly, to date more than 9000 publishers are signed up with us.

In addition, upon request or upon our own discovery of a new rightsholder, CCC will contact any rightsholder who is not already working with us (and we do so on a daily basis). We continue to work hard to add to the list of fully participating rightsholders!

Please remember also that, through agreements with our counterpart RRO's (Reproduction Rights Organizations) in other countries, CCC is able to provide access to authorizations for hundreds of thousands of titles otherwise not easily available.

In CCC's Academic Permissions Service (APS) zero-royalty authorizations are not uncommon.

I hope that helps. For anyone looking for more detailled explanations of current and planned CCC services, I suggest direct followup through e-mail or by examining the extensive material at the CCC Online site.
