Because of the strong opposition from different countries was deleted in the WIPO Teatry text the projected section 7 mentioning temporary copy as a form of reproduction.

Go to the WIPO site (http://wipo.org) and look for the treaties official text and the *Declarations* constructing the treaties text. The US declaration about section 1.4 expressly declare the temporary copy a form of reproduction. Remain to be seen the real value of the declarations in terms of the WIPO treaties application. I published a commented version of the treaties in my legal journal DAT (in Spanish language). Ask for a copy if you have interest and you can read my language.
