  1. Yes, it is in effect. My former upload mistook about the name of that law. Kevin Meier wrote the name of official translation of that law. Our organization have been accepting the regitration of copyright of computer programs under that law.

   They are publishing the translation of copyright regarding laws    of Japan. (newest edition was published in June '96 and contains    amendments until 1995)
