They almost certainly could not use the word Windows as part of their own trademark.
They probably COULD use the phrase "for Windows" on their packaging, especially if they identified "Windows" as a trademark of Microsoft and expressly disclaimed any affiliation, sponsorship, or endorsement. This is the way it appears to be commonly done in the software market.
