Government corporations and copyright

The legislation to convert the PTO to a government corporation got me wondering if there was any consideration of whether works prepared by such a corporation should have copyright subsist in them.

The only other case I am familiar with is the Post Office, and the House Report to Sec. 105 states 105 does not apply to the Post Office if I recall correctly.

Mr. Lehman's interest in copyright matters would lead me to suspect someone would have thought aobut this but I have not heard anything.
