One answer that comes to mind is the comment of Senator Bob Dole who, when asking on the floor of the U S Senate why Anne Bingaman and the Justice Department were pursuing Microsoft said, "This is still America isn't it?" Belaboring the obvious, his comments reflect a very strong feeling in this country that you do not tamper with business success, no matter how it mucks up small inventors and start up companies, consumers, etc. This investigation also happened at the time when President Clinton was under almost daily personal abuse from the Republicans under the Contract (with?) America. I think he didn't know what hit him. Also, I seem to recall that the trial judge who tried to impose a stiffer penalty and standards of disclosure on Microsoft ended up getting ordered by the Ct of Appeals to knock it off and settle with the DOJ on its proffered terms.
