This is a paragraph from my article "The Contribution of Technology to the Identification of Rights, Especially in Sound and audio-visual Works: An Overview"; International Journal of Law and Information Technology 1997:234-267. The CIS is briefly mentioned, but developments have certainly forged ahead beyond the point indicated.

CISAC (International Confederation of Societies of Authors and Composers) is developing a Common Information System that is designated to include codes for musical and audio-visual works (ISRC) possibly extended to printed works and works of visual art. The plan was approved by the board of CISAC January 1995, and co-operation has been established with IFPI and AGICOA as well as other organisations of right-holders. The information system will endeavour to relate identification numbers with works, "interested parties" (right holders) and agreements, the latter will indicate which interested party is linked with which work by what sort of agreement. CISAC envisions the development of a range of identification numbers, some which are listed below:

   o ISWC -- International Standard Work Code, developed in co-operation

      with the music publishers as a 9 digit number to be prefixed to 
      ISWC-T (T for "Tune"). A number known as ISWC-L (L for "Literature") 
      is being considered.
   o  ISAN -- International Standard Audio-visual Number, developed in
      co-operation between CISAC  and AGICOA (see below)
   o  ISPN -- International Standard Picture Number -- is being 
      considered, along with a different number for graphic art.
