I'm not entirely sure about a) -- but a definite no to b). To the contrary, I have been repeatedly informed that the fact that we have a copyrighted work in our collection gives us no right to do anything with it other than to display it. (Do I understand correctly that in Canada even the display right is/was controlled by the artist?).

I would be most interested in knowing what the exceptions granted to museums in the ammendments to the Canadian law entail.
