The copyright office has bounced copyrights - in one semi-famous case then appellate judge Ruth Bader Ginsburg told the copyright office to reconsider the attempted registration of the computer game "break-out." The copyright office did so - but still refused. So Judge Ginsburg had to do the work herself and point out that though each of the elements of the game may not be original, the particular combination of them and the way it worked were and so it met the minimal threshold of copyrightability.
