I have Netscape Navigator 3.01 on a Windows 3.x platform. My only option, as far as I know, with this version of NS is to either accept all cookies or for NS to pop up a dialog window when a site wants to set a cookie, giving me an opportunity to accept or reject on a case-by-case basis. I've opted for the latter, but it's damned annoying. With some sites I feel like I'm arguing with them because so many dialog boxes pop up, one after the other, and I keep saying no, no, no, and the site keeps insisting. Sometimes I think about turning the option off, but cookies make me angry, at least the Internet kind anyway. The other kind are also a problem, but at least there's a benefit along with the pain. :-)
