Senator Murkowski's bill is seriously flawed it forces ISPs to accept and then process the SPAM and transfers the burden to the ISPs from the spammer.

UCE should simply be banned like Representative Smith's bill provides.

Under Smith's bill and a similar bill in California and Nevada, subscribers to a list like Roman-L would not have a cause of action to Roman-L lists because all posts would be solicitied. Etc.
