You are probably right with respect to the term "broadcasting"; I think the best wisdom lies with the use of the term "publishing." You're on the wrong track, however, when you encourage use of the term "surfing to a site," since it perpetuates the myth that the Web is a kind of space through which users travel. It isn't, and suggesting that it is only invites mass misunderstanding of what actually happens technologically when a user accesses or publishes a file via the Internet. That kind of misunderstanding can create serious misapplication of legal standards in such areas as jurisdiction and copyright.
