Gee, when I tried that url I found a link:

"Intellectual Property Rights in Data: An Assault on the Worldwide Public Interest in Research and Development by J.H. Reichman and Pamela Samuelson: (Draft 8/29/96, forthcoming in 50 Vanderbilt Law Review (January,1997)) "

which, when I followed it, gave:

"Not Found

The requested object does not exist on this server. The link you followed is either outdated, inaccurate, or the server has been instructed not to let you have it. Please inform the site administrator of the referring page."

It's this sort of thing which keeps Lexis/Nexis a viable service.
