Use of copyrighted works at academic conference presentation

A simple question. One of our professors is giving a mediated presentation at a scholarly conference and wants to use a small number of photos from a book (scanned into PhotoShop). Is this appropriate under fair use?

The instructional materials person, who supports a very strict interpretation of fair use, made him get permission. He subsequently complained which has started the usual.

Can you massage fair use in the classroom to being applicable to scholarly conferences?
