This is not quite the whole story. See RFC1738 for details, particularly the appendix. The two URLs you specified are in fact the same URL represented differently. Yes, you need to use the "%" quotation mechanism in environments where whitespace may not be preserved (e.g. in text). However, there are further conventions which are also important for URLs in text -- delimit the URL by placing "<URL:" and ">" around it. This also serves to disambuate whether a period at the end of a URL in text is part of the URL or part of the sentence punctuation. So, the preferred format for all URLs published on cni-copyright should be, e.g.,
<URL:gopher://unix5.nysed.gov/11/TelecommInfo/Reference%20Desk>.
By the way, convert those gopher servers to http soon! New versions of browsers are beginning to drop support for gopher servers (e.g., MS Internet Explorer 4.0 has dropped support for gopher resources of type 2.)
