Fair Use/ creation of an index

Does the defence of Fair Use include the compilation of a list of participants in and the results of a sports event (which I presume fall into the public domain once they have been ascertained)?

In particular I presume that short citations from the promoter's material is permitted under the Fair Use doctrine, provided the citation remains short and for the purposes of illustrating a point.

Does that remain true where the information is placed on a different support?
