Copyright Actions in Corrupt Environments

I am currently working on an article titled "Strategies for Copyright Infringement Actions in Corrupt Environments." One strategy in the U.S. is called a Mary Carter Agreement where some of the defendants agree to cooperate with the plaintiff in exchange for reduced or eliminated fines. Any information on the above will be appreciated.
