There is a publication published by R.R. Bowker, "A Unit of Reed Elsevier Business Information" entitled "Literary Market Place: The Directory of the American Book Publishing Industry." The book, about the size of a large phone book, lists, among other information, U.S. pubishers that have reproted to LMP that they produce an average of 3 or more books per year. If a publisher's output is falls below that number, it does not appear in the book.

Neither of the publshers listed above appears in the 1998 edition. You may want to contact the RR Bowker (121 Chanlon Road, New Providence, NJ 07974) as they may have such information in an older edition.
