R.R. Bowker charges publishers a flat fee to initially publish titles in "Forthcoming Books" and "Books in Print". Because not all publishers pay to submit titles in these publications, they are neither comprehensive nor reliable to determine whether a title--especially a title published by an obscure, defunct, or vanity press--is actually out of print. It may simply be out of "Books in Print".
