State government immunity

I believe I heard Ken Crews of the IUPUI Copyright Management Center say something in early March about a recent court decision which (may have? partially??) overturned the provision in 17 USC 511a that made state government (and state universities) liable for copyright infringement. Does anyone know anything about this and its ramifications? Since I've seen nothing more about it, I'm beginning to wonder whether I heard rightly.
