Terry Carroll, Mark Lemley and Shelley Warwick have been debating the constitutionality of a federal database protection law. The argument is rapidly becoming less hypothetical. The House of Representatives passed H.R. 2652, the Collections of Information AntiPiracy Act, by voice vote on Tuesday afternoon.
