So, it's safe to assume that if the MIDI creator did not have the "owner's" persmission, that they could be subject to penalties if caught and prosecuted? Since there has been an approx. 325% increase in personal websites in the last two years, any ideas on who is going to police the web? Additionally, what about the unlucky soul who downloads one of these items, is he subject to the same penalties? Or, is that limited to the MIDI creator who "changed a few notes"?
