I think that 58a is a misprint -- should be 78a (unless the numbering has changed very recently). Anyway, you can find the Act at:

That's the beginning. Just click the Next button to get to the the next section. Also, bear in mind that Cornell's website only has the US Code updated through 1996.

You can also go to the House of Representative search site which, for this particular Title, is updated through 1997:

   http://law.house.gov/uscsrch.htm

Enter the Title and the Section and click on Search. Then you can click through the Act by clicking on the right arrow at the top.
