You are (again) making the unwarranted assumption that the fees are legally due.

Legitimate except, of course, when it isn't. As several people have now pointed out in this thread, the fact that material is copyrighted does not necessarily mean that a fee is due for its use in every circumstance. The CCC licensing mechanism is useful only in those circumstances when a fee is due, and, I repeat with feeling, has no independent logical relevance as to whether or not a fee is due.
