It was unclear to me what you're looking for. It sounds like the photographs are of people? Are you asking whether you need to contact the individuals for their permission? Do you have the specific photographs in mind--in which case do you know who took the photographs?
I assume you're not asking the legal question of what kind of permission you need to obtain. one resource which may help is

The site lists most stock photo agencies. You may be able to find out if they have the licensing rights to a particular photograph by a particular photographer. Or you can use an agency in a more typical method--simply request a selection of images of the individuals. If you find one you like, the agencies have standard licenses priced according to the type of publication. Note that this may not be the least expensive way to get licensed pictures of the individuals.
