Our ILL department has been enforcing a rule that patrons cannot request more than one copy of an article from a single issue of a journal at a time. This was based on policies from our copy center, which will not photocopy more than one article per issue for a patron. In a recent ILL meeting, we learned that no other ILL departments had a one-article-per-issue rule like ours.
In looking at the CONTU guidelines, I cannot see any reason for us to continue our (unusual) ILL policy. But I'd welcome input from those more learned than I.
