Well, I think the law says your library can copy it for you (after verifying that it is NOT available). But the fear of lawsuits has had such a chilling effect on library services that I suspect you'd have a hard time persuading them to do so.
Just before I transferred from the main library on campus (to the Law Library) I was attempting to establish a procedure for exactly this kind of situation, and I was having a very difficult time getting it past the litigation-wary library administrators. I suspect they dropped the whole issue as soon as I was gone :-(
