While I may agree as to news coverage, I don't think that you can say that everything shown on TV belongs to them. That they put a copyright notice on their news shows has little if any bearing. You have to look at who actually shot the film. And I agree that that is more often than not the network. However, the copyright may actually belong to for example the local affiliate, a national news network, etc.
