my feeling is that CD manufactures are more like printers than publishers and should probably, if not already in fact, be responsible to the same extent as any printing plant. this is not to say that the liabilities and responsibilities of printers is all that clearly defined (see Kinko's and Michigan Document Center cases in which what may have been called printers in the past suddenly became publishers with mixed results). placing deep oversight responsibilities creates all kinds of problems, both legal and commercial, driving a wedge between the pressers and their clients by forcing the pressers to enter the relationship assuming that their clients are guilty until cleared.
