The best idea is to check Medline's Permissions policy. It is at http://www.ncbi.nlm.gov/PubMed/restrictions.html

It clearly states that some material (e.g., abstracts) is from the original copyrighted publication and therefore redistribution (outside personal use) is subject to copyright restrictions. A limited number of citations and MeSH terms can be redistributed without permission (presumably because these are created by the government and are in the public domain).
