I haven't been able to independently verify this, but reportedly California's anti-spam bill, A.B. 1676, which was passed by the California legislature and sent to Governor Wilson for signature on Sept. 14, was today signed by the governor.
It seems like a relatively toothless opt-out scheme to me, merely imposing an opt-out-by-email provision.
