The Software Engineering Institute at Carnegie Mellon University is a good source for such standards and has a overview of the Cleanroom Software Engineering process as it relates to their certification program at:

Other potential leads would be the International Standards Organization (ISO), American National Standards Institute (ANSI), and the National Institute of Standards and Technology (NIST).
