indicates 1970 for ISBN.

   http://www.issn.org/splan.html, ISSN STRATEGIC PLAN TO 2001

   states "The ISSN Network (until 1993 known as the International Serial Data System) was established in 1974 and comprises the International Centre, an intergovernmental organisation, and a number of National Centres." Since The US was an early participant 1974 seems the likely date.
