Read the Copyright Act, Section 108 (b) which allows libraries to duplicate materials in facismile form for purposes of preservation and security. In the paper world books that are rare or fragile are often kept in an archive while facsimile copies are made available to the public. This is both preservation and security.

Subsection (c) does limit copying to damaged, deteriorating, lost or stolen material, but it seems to me it is difficult to make a copy of something once it has been stolen. I believe that subsection (c) is intended to lay out the conditions for copying of materials for deposit for research use in another library, which is also permitted under 108 (b).
