No fair use here. The first purchase doctrine gives the owner the right to do as he wishes with his own rightfully obtained copy. This includes loaning it out for short periods, which is what a reserve desk does. You may be thinking of the practice of making copies for such loans, not placing the orignal in reserve status. This would be a different matter.
